I'm getting closer to finalizing this one. I've decided the timeframe will be a bit closer to the end of Chavez's term (2012), which will allow some interesting force additions for both sides.
The air will be mostly abstracted out, but players will be able to request CAP and strikes.
And each side will be able to use a Matrix Game argument each turn.
